Shawn Hayes is a senior aerospace engineer with over 25 years of experience supporting large-scale projects in the aerospace and manufacturing sectors. He specializes in programmatic assessment—including cost estimation, Joint Confidence Level (JCL) analysis, and cost model/database development—across the full lifecycle of advanced space systems for both government and commercial clients.
Over the past decade, Mr. Hayes has played a central role in the development of NASA’s in-house lifecycle cost estimating methodology, the Project Cost Estimation Capability (PCEC). His work has focused on laying the foundation for and developing Cost Estimating Relationships (CERs) for robotic missions, enabling consistent, data-driven decision-making across NASA programs.
He has served on numerous NASA Announcement of Opportunity evaluation panels and SRB/IRT review teams, supporting programs such as Exploration Systems, Discovery, Explorers, New Frontiers, and the Earth System Science Pathfinder (ESSP). In these roles, he has contributed to the evaluation of mission concepts for both cost credibility and technical feasibility.
Mr. Hayes holds an M.S. in Aerospace Engineering from the University of Texas at Austin and has a technical background in mechanical design, manufacturing, remote sensing, and orbital mechanics.
